Research Manager

Job Description ##

The Département de l-enseignement et de la formation professionnelle (DEF) and its Secrétariat général (SG) are looking for a Research Manager to work within the Unité de recherche pour le pilotage des systèmes pédagogiques (URSP).

Attached to the Direction évaluation et planification de l-éducation (DEPE), the URSP is mandated for educational research projects that shed light on the functioning of the training system and on the challenges of Vaudois teaching. Through its research activities, it constitutes an aid to the steering of the school system and contributes to establishing a critical perspective useful to all school partners. It develops indicators and statistics for the Vaudois school system.

Possibility of one day of teleworking per week.

Fixed-term contract (CDD) 80% for 2 years, renewable three times, for a maximum total duration of 6 years.

Responsibilities ##

As part of these missions, you will be called upon to:

• Elaborate and conduct studies and educational research projects;
• Collaborate on educational research projects at cantonal, intercantonal, national and international levels;
• Conduct evaluations of the training system or departmental projects;
• Provide information and advice, carry out expertise, and participate in working groups;
• Contribute to the steering of training policies;
• Elaborate and publish departmental steering indicators, particularly in the areas of HR and finance;
• Carry out quantitative statistical analyses in the various fields of educational sciences.

But also to:

• Manage data files from the department's school databases (or other external databases), ensure data quality control, and propose developments in this matter (acquisition, normalization, exploitation);
• Contribute to the design and management of databases as well as their development;
• Support the department's work relating to the evolution of the information system of the Vaudois educational system;
• Ensure the quality of school census data transmitted to cantonal and federal statistical offices.

The sought person must demonstrate autonomy, interpersonal skills, resistance to stress, and technical and scientific know-how. Furthermore, they possess proven analytical and abstract reasoning skills as well as strong relational qualities (listening, negotiation, communication). Dual competence in research and statistical steering, and a strong interest in these two fields, are necessary for this position.

Qualifications ##

Desired Profile

• Master's in social sciences, human sciences or educational sciences or an equivalent title ;
• Good knowledge of the Vaudois training system and public administration;
• Previous experience of at least 5 years in scientific research, preferably in education ;
• Strong skills in statistical analysis and quantitative methods, knowledge of qualitative methods is an asset;
• Proven expertise in IT and particularly in the field of data analysis, big data, database management and information systems in general. Mastery of usual software in this matter (RStudio, MS Excel and Tableau) ;

• Capacities for analysis, synthesis, coordination and adaptation;
• Good listening, negotiation and communication skills;
• Excellent written and oral expression skills in French;
• Mastery of the German language would be a major asset within the team;
• Ability to work in an organized, methodical and autonomous manner;
• Proactive aptitude and excellent capacity for collaboration and teamwork;
• Accomplished communication skills.

As the Secrétariat général, we take care of the management and administration of the Département de l-enseignement et de la formation professionnelle (DEF).

We provide support to the Head of the Department for all activities of a political nature, for the preparation of files submitted to the Conseil d'Etat and the elaboration of documents relating to the Grand Conseil. We ensure the strategic coordination of services (compulsory education, post-compulsory education and higher education) regarding finances, human resources, legal issues, internal and external communication, intercantonal relations, sustainability, management of the school climate or transversal projects. We also take care of the qualitative and quantitative monitoring of Vaudois schools and training.
