Currently composed of nearly 25 people, our team accompanies the Confederation, the cantons, and the authorities on the path to digitalization and standardization, from consulting to implementation. In doing so, we create the foundations that will allow for a gradual transition from a paper-based working method to electronic communication in the judicial field, thus realizing the vision of a fully digitized process within the framework of criminal procedure. We are looking, initially for a fixed term until the end of 2029 (with the prospect of extension), for a motivated person for the position of Technical Project Manager (80--100 %) ----------------------------------------- In this function, you manage the Technical sub-project of the electronic file for the execution of criminal sanctions (eDESP) by relying on your technical expertise and your project management skills. You develop sound decision-making bases and lead the implementation from both a business and technical perspective. You systematically respect quality and operability principles, take into account the risks, directives, and requests of the various stakeholders, and ensure transparent communication. Actively contribute to the implementation of the electronic file for the execution of criminal sanctions, an essential element of digital transformation in the field of detention execution and criminal sanctions in Switzerland. ### Your mission * You assume responsibility for the Technical sub-project of the eDESP, advise the general project management on technical issues and develop decision-making bases, workload estimates, and risk assessments. * You develop the target technical, integration, and interface architecture of the eDESP and develop solution variants, concepts, as well as technical target models. * You coordinate technical requirements with business application providers, DMS, and other peripheral systems and parties. * You manage Proof of Concepts, pilot projects, and technical tests, accompany deployment, and ensure a successful transition to the operational phase. * You evaluate offers and implementation proposals, contribute to calls for tender, acquisitions, and contractual bases, and ensure the viability and sustainability of the selected solutions. * You provide support in the preparation and development of technical standards, e.g., in connection with eCH. ### Your profile * You have a university degree in computer science, business informatics, or engineering (HES/university level), supplemented by continuing education or certifications in project management, e.g., HERMES. * You have several years of experience in managing sub-projects, handling complex technical issues within the framework of digitalization, integration, or transformation projects, as well as in the development of technical concepts. * You possess in-depth knowledge of interface architectures, APIs, and integration platforms, as well as cloud, on-site, and hybrid architectures. * You have experience in collaborating with various stakeholders and suppliers; knowledge of public administration as well as the field of justice, security, or the federal system is an asset. * You adopt a structured, analytical, and solution-oriented approach, possess strong communication and coordination skills; you are able to explain complex situations in an understandable manner and negotiate with confidence. * You have excellent knowledge of German in writing and speaking (C1/C2) and good knowledge of French (B2); knowledge of Italian is an asset. ### Our offer * A meaningful and varied mission at the intersection of computer science, justice, and politics. * Autonomous work within a committed interdisciplinary team. * Flexible hours and the possibility of teleworking. * A central workplace, accessible on foot from the Bern train station. * Modern hiring conditions and attractive social benefits, in accordance with the regulations of the canton of Bern. * We actively encourage continuing education, as it is important to us to keep our knowledge up to date.
