Head of Legistics and Justice, 80-100%

The State Chancellery is the staff office of the Government Council and supports it in performing its government and leadership tasks. It ensures the coordination of government business and provides diverse services for the Government Council, the Cantonal Council, and the cantonal administration. The Legistics and Justice Department performs a central cross-sectional function for the quality and coherence of cantonal legislation and the application of law. For the leadership of this department, we are looking for a Head of Legistics and Justice, 80-100%, as of or by arrangement at the Solothurn location.

Your Responsibility

• As Head of the department, you lead it personally, professionally, and organizationally and ensure effective fulfillment of tasks.
• In the legal areas assigned to the department, you are responsible for and process legislative business. For other legislative projects of the departments, you take over legislative quality assurance and coordination, review the projects, and advise the departments on legislative matters.
• For fundamental and cross-departmental legal issues, you take over the coordination; additionally, you advise the Government Council, the State Chancellor, and the departments.
• Demanding business and procedures in the areas of justice, state liability, complaints, and pardons belong as much to your area of responsibility as the representation of the canton before courts and authorities.
• Your area of responsibility also includes the legal profession and notary system, the legal trainee system, basic legal training, and procurement law, as well as the representation of the canton in specialist committees.

Your Profile

• Prerequisites for this function are a completed university degree in law and a lawyer's license from a Swiss canton.
• You bring several years of professional legal experience, preferably in public administration. Additionally, you have experience in the judicial sector as well as in-depth knowledge and practical experience in legislation and legistics.
• You have leadership experience or proven leadership competence as well as strong legal judgment and high decision-making ability.
• Analytical and conceptual strength, very good editorial skills, as well as strong communication and advisory competence characterize you.
• An independent and solution-oriented way of working, high integrity, and very good German skills round off your profile; French and English skills are an advantage.
