Reports to: Secretary General. Supervises: Head of Accounting, HR Manager and Head of Grants Management & Donor Compliance
As a member of the leadership team, the Director of Finance and Operations provides strategic direction on finances and operations as well as consolidated financial oversight at the ICJ headquarters and in its regional entities, in support of the implementation of the Secretary General's vision and the ICJ's strategic objectives. The position supervises three functional managers - the Head of Accounting, the HR Manager and the Head of Grants Management & Donor Compliance - who ensure the day-to-day management of their respective functions. The Director's role is to define the direction for finance, HR, compliance, IT and administration, to coordinate these functions between headquarters and regional offices, to maintain a consolidated financial view across the organization, and to represent finance, HR and compliance within management, before the ICJ Executive Committee and the auditors.
Main tasks and responsibilities ##
Advising the Secretary General, the Director of Finance and Operations assumes the following responsibilities:
Strategic financial oversight ###
- Provide strategic direction for the financial and administrative operations of the ICJ and lead the continuous transformation of corporate services (finance, HR, compliance, IT and administration) under the direction of the Secretary General.
- Maintain a consolidated and trans-regional view of the organization's financial situation - budget planning, treasury, financial strategy and analysis - by working through the Head of Accounting rather than managing transactions directly.
- Prepare the combined annual financial statements of the ICJ group, with the assistance of the Head of Accounting.
- Review and approve budget proposals and major modifications before their submission to donors (core and project levels) and participate in their design where appropriate, in coordination with regional teams, fundraising and compliance staff.
- Prepare the global organizational budget as well as the budget and reports for major donors, in coordination with the relevant teams across the organization.
- Present quarterly and annual financial statements to the Secretary General and the Executive Committee.
- Participate in the strategic management of the ICJ as a member of the leadership team and provide financial advice to the Secretary General and the rest of the leadership team.
Compliance, risk and governance ###
- Guarantee the highest standards of financial management and accountability; protect donor funds through the highest fiduciary standards by coordinating audits and ensuring compliance and risk management.
- Define the direction and participate in maintaining the organization's internal control system as well as financial and HR policies and best practices in all ICJ offices.
- Oversee the periodic review and update of the organization's Internal Control System (ICS) Manual, ensuring it remains aligned with applicable policies, legal and contractual requirements, and organizational best practices.
- Ensure ICJ's compliance with its contractual and legal obligations. Oversee the registration of ICJ legal entities in the countries where ICJ operates an office, and serve as the central point of contact for powers of attorney for ICJ local representatives.
- Assume the role of treasurer for ICJ regional entities whose statutes provide for this function.
Coordination between finance, HR, compliance, IT and administration ###
- Coordinate closely with the Head of Accounting, the HR Manager and the Head of Grants Management & Donor Compliance to ensure alignment, efficiency and a consistent standard between functions and regions - as an escalation and decision point above three strong and largely autonomous functional teams, and not as a day-to-day manager.
- Define the strategic direction for HR policy, compensation frameworks and organizational development; the HR Manager retains responsibility for day-to-day personnel administration, recruitment coordination and employee relations.
- Ensure that IT systems and office administration are appropriate and cost-effective, by defining direction and approving investments within the budget; operational management and maintenance are delegated to the relevant staff or external providers.
- Provide regional offices with strategic advice on finance, HR, administration and IT matters, as an escalation point rather than first line of support.
- Foster an open and supportive working environment at ICJ.
